Prepared inspection and quarterly reports for advance of funds and reimbursement claims.

State Audit Reviews ensuring TDEM grant programs and projects are in compliance with DPS and Federal grantor policies and procedures, resolving audit and compliance issues and recommending resolutions to audit findings.

Worked with sub-grantees, auditors, and the FEMA Tiger Team, to resolve issues and concerns resulting from lack of proper documentation and the overwhelming workload of multiple disaster projects. As such, was successful in reducing significant fund de-obligation amounts for a major large project based on the FEMA-HQ 9500 Series interpretation of the application of State matching funds for the Local share of the beach renourishment and revetment wall project.

Identified Community Disaster Loans and other grant funding sources to help cover the local share of eligible work and other disaster related work.

Deployed to the Houston Field Office to complete all tasks necessary to close remaining Project Worksheets in the NEMIS disasters, included work with FEMA associates to audit, concur with audit, and close PW’s before FEMA’s deadline to close these nine event grants in an 18 month timeframe. Worked closely with a FEMA associate, State PA Supervisor and Team Leads to make informed decisions regarding State concurrence with FEMA obligations and de-obligations of Applicants project funds, in many cases reopening State audits and FEMA final reviews.

Working within the guidelines of 2 and 44 CFR, the Stafford Act, and OMB Circulars, I researched policies, rules, and regulations to assist sub-grantee appeal of audit findings at the State and Federal level.

Developed a comprehensive disaster grant closeout process and implemented policies and guidelines focusing on sub-grantee eligibility and project compliance, funding reconciliation, and agency accountability for all grantee and pass-thru funds, including developing an electronic filing and database to retain and maintain records and other information relating to grant close-out and contract information for Division use.

Developed financial reporting methodologies to set up effective systems to complete FEMA's Grantee quarterly reporting requirements, track grant funds including draws and disbursements, and provided financial and project balancing information to complete the Recovery Monthly Management Report. Developed an electronic database system to monitor the financial operations of federal grants and to balance the Integrated Financial Management Information System (IFMIS) funding draw information to the State Uniform Statewide Accounting System (USAS) and State Comptroller of Public Accounts disbursement information to balance the federal grantee and pass-thru grant accounts and ensure their activity reconciles for fiscal year-end reporting purposes. 

During the financial reconciliation of the disaster closeout process, had oversight of the identification of problems in State grant processes and compiled detailed financial reports to advise senior-level management of information pertaining to ongoing grant close-out financial activity on nine current disasters.

  • DR-4020-NY – 09/11 - Deployed to 2011 Albany NY JFO to resolve Public Relations issues caused as a result of a river changing course through family homes and lands.

  • DR-1973-GA – 05/11 - Deployed to 2011 Atlanta, GA JFO to work with local officials in the tornado event that also devastated Alabama. Worked closely with Trenton, Dade County and Ringgold, Catoosa County officials to identify immediate needs within the hardest hit disaster areas, while coordinating with Community Relations and other field teams.

  • DR-1912-KY – 05/10 - Deployed to 2010 Lexington, KY JFO to work with state and local officials during the flooding event that also devastated Tennessee. Supervised a FEMA Specialists team from the IA, PA, NFIP, and Mitigation Directorates and Congressional Affairs Division tasked to identify, and quickly resolve, both directorate and public affairs issues related to recovery of the flooding event. City of Olive Hill, KY, met with State and County Officials regarding grant possibilities and development of their State Intergovernmental Program. Worked with State Officials in Frankfort, KY to identify issues relative to the state’s NFIP policies and requirements. Conducted situation briefings with County level officials and worked to resolve problems concerning grant eligibility. Researched and compiled a FEMA Intergovernmental Affairs briefing binder for State and local officials explaining the disaster directorates and sequence of events during the course of response and recovery.

  • DR-1876-OK and DR-1877-IA – (HQ) – Back filled a PFT vacancy in Washington DC. With a co-worker, completed a 6 month, 10 position backlog of Federal and State/Applicant Intergovernmental and Congressional Affairs casework. External Affairs – Worked with NEMA, IAEM and NACO on State/Local casework and problem resolution. Vetted sample submissions for conference breakout sessions and training classes.

  • Worked with the Office of Recovery and NEMA to gather research for the initial stages of a beach renourishment project.

  • Organized and researched content for National NEMA conference calls and the Recovery Directorate.

  • Coordinated with the Organizations and supported Acting FEMA Director with research, conference materials and programs during the NACO, NLGA, and IAEM Conferences.

  • At the request of a federal Dept. of Education colleague, assisted in the development of materials for the Black Leadership Forum.

  • Coordinated and developed the External Affairs component of the Hurricane Preparedness Week launched June 2010. Organized logistics including staffing and booking the NRCC for the annual conference call with Governors. Devised and managed the agenda for the conference call including working closely with NOAA, Red Cross, NGA, and Congressional Affairs.

  • DR-1909-TN – (HQ) - Researched and located massive contact lists for FEMA emergency operations initial briefings and subsequent informational conference calls. Ref. Tennessee floods of 2010 and the Spirit Lake Tribal Conference.

  • Worked with the Dept. of Energy to establish a Small State and Rural Advocate program within the External Affairs office.

  • Worked with the Director of the Office of Disability and Integration Coordination (ODIC) in the early days of her appointment to write policy and procedures, internal and external, imperative to her Directorate. Served as the IGA Liaison to ODIC.

  • Served on a legislative workgroup supporting the Acting Administrator during the Senate sub-committee hearings led by LA Senator Landrieu which addressed post-Katrina lessons learned and actions taken and the PKEMRA Act.

  • Assisted International Affairs Division with briefing materials for conferences with representatives from Israel, Russia, and Mexico.

  • Researched and assembled the FEMA briefing binder for the Senate confirmation hearing of the Deputy Administrator for National Preparedness.

  • Worked with FEMA-R9 and the State of Hawaii to develop external affairs training materials for submission to a local conference.

  • Worked with the Grants Directorate to identify additional funding for Springfield, Greene County, MO who had received funding from the DHS-EOC Grant Program in 2008.

  • Researched NFIP policy and maps to assist Sioux City, IA develop an improved project to help prevent future flooding by the Missouri River through town.

  • Attended GIS mapping technical workgroups to research and test additional applications for NFIP mapping capabilities.

  • Organized and led the FEMA External Affairs presentation at the College Park, MD University Expo.

  • Worked with DHS – IGA to resolve grant funding and compliance issues related to Port Authority Grants (seaport grants) and the City of Laredo, Texas (land port of entry).

  • Developed an SOP for University Interns’ workforce protocol that was later implemented, in part, within FEMA’s University Scholars Program.
